The Gulf Oil Spill, Day 47: What Is North Carolina Going To Do?

Following up on this post (on day 35 of the Gulf Oil spill), and noting this UCAR report that, courtesy of the Gulf's loop current, oil could be creeping up the North Carolina coastline in a matter of weeks, I'm kinda wondering . . .

. . . what are the leaders of the state of North Carolina thinking and doing PREEMPTIVELY (as opposed to reactively) in order to counter-act and minimize the effects of this potential ecological disaster?

Well, apart from rolling up their sleeves for a photo-op and telling us they're "furious" with BP?
